To output a video for upload to the web as well as save it for playback on your computer, use Publish & Share/Computer/AVCHD with the YouTube HD preset.
To output video to a DVD, use Publish & Share/Disc and select the DVD option.

What version of Premiere Elements and on what computer operating system it is running?
What is a description of the video that you want to import, edit, and export from Premiere Elements as a file to view on computer or as a disc product to view on your computer or TV player?
You mention burn to DVD. Are you wanting DVD-VIDEO format on DVD disc or AVCHD format on DVD disc (higher resolution product that needs for viewing a blu-ray player that supports AVCHD DVD or one of those multi media players that supports AVCHD DVD?
If you give the details, I would be glad for the opportunity to detail in this thread a sample project how to for you to do and see how it turns out.

Thanks for the reply with the important information of your Premiere Elements version, 13. Please update that to 13.1 using an opened project's Help Menu/Updates when you get a chance. Are you running the program on Windows or Mac computer?
