What version of Premiere Elements and on what computer operating system is it running?
What is the source of the file that you imported into the program and which has audio but no video component?
Brand/model/settings for the camera that recorded the video will give us valuable troubleshooting information. By any chance are you getting the video from a screen capture program?
Let us first try Brand/model/settings for the camera that recorded the video to get the information. If that does not help, then download and install the codec utility named GSpot and let us know the file's read out for Video Name Codec Status and Audio Name Status.
If your computer is Mac, then forget about GSpot.

(Guessing ahead...if the video compression is MotionJPEG, do you have a utility program that came with the camera that recorded the video?
Xvid.avi is another candidate for the problem. But, let us see what your details tell us.)

Source of the file: downloaded from the Sony Handycam DCR-SR68 in AVI format.

From what I have read, the Sony Handycam DCR-SR68 records MPEG2.mpg (standard definition 720 x 480/640 x 480). If that is the case, where did this .avi file come from?
And, what is the video compression for this .avi. Please clarify.
my mistake. the file was converted to .avi from mpeg2.

I think that it is important to know the video compression that you used for the .avi which was derived from the original mpeg2.mpg file.
If you do not know what it is, then please download and install the free codec utility named GSpot, and let us get readouts from it for your .avi file. What we want to know first...
Video Name, Codec, Status
Audio Name, Status
What program did you use to convert the original mpeg2.mpg to an .avi file? That might give us some direction for the troubleshooting if we need information to supplement the GSpot readings.
