What template did you select? What is your Internet speed? Does the problem exist if you open a new project? Does the problem exist with antivirus and firewall(s) disabled?
a. in the computer default browser, clear the Cached Web Content (Options/Advanced/Network)
b. switch to another default browser
c. In Premiere Elements, refresh the Online Services - Edit Menu/Preferences/Web Sharing
