Does it work if you render the timeline?
nope I already tried that...the only thing it does is get rid of any choppiness in the video....But the text still doesn't show up.
does it make a difference if I put the text box above or below the video?
What version of Premiere Elements and on what computer operating system is it running?
What workspace in the program are you using
Timeline or Sceneline, Premiere Elements 10 or earlier
Expert or Quick, Premiere Elements 11 and later
Titles created in the program Titler go on the track above your video. The black the you see in this instance represents transparency - area through which the video below can show through. If you have created a title elsewhere on a black colored background, that black is not transparent. And, in that case, what you have on that upper track will all that will be seen.
If you are applying text animation to text in the Titler....how many lines of text and what specific text animation? What is the duration of your text titles - default still image duration of 5 seconds or other?
The answers will be in the details. If necessary, I will post a step by step for creating a title above your video to see if we can spot the step where there is a problem.

Add On....titles themselves created in the Titler present on the Timeline (Titler closed) with no indication for Timeline rendering.
