When I try to cut a clip, the scissors disappears. How do I proceed?

What version of Premiere Elements and on what computer operating system is it running?

I am assuming that you are doing this clip cutting at the Timeline level.

What workspace of Premiere Elements are you in

          a. Expert or Quick of Premiere Elements 11 and later

          or

          b. Timeline or Sceneline of Premiere Elements 10 and earlier?

Generalizing - you can cut the clip with the scissors tool where the Timeline Indicator is positioned or hit the shortcut Ctrl+K. Have you tried Ctrl+K for the cuts? That assumes you are using a Windows computer.
