Hyperlinks to URL changing when exporting to PDF

I am using InDesign CS6 to create a document with many links to URLs. I have found that the conversion process from INDD to PDF (Export to PDF) is changing some special characters in the link, essentially breaking the hyperlinks in the PDF (for example, an equation symbol "=" AND the question mark symbol "?" BOTH get converted to their html character codes--%3D and %3F, respectively-- and the links are broken, "404 Error."

      1. Highlight desired text
      2. Right-click > Interactive > New Hyperlink
      3. Link To: URL
      4. Destination URL: Paste the link location
      5. Apply character style "hyperlink"
      6. File > Adobe PDF Presets
