What computer operating system is your Premiere Elements running on? I will assume Windows 7, 8, or 8.1 64 bit for now.
Does the problem exist with and without the antivirus and firewall disabled?
Are you having any problems with your Internet connection and what is your Internet speed?
a. Clear the Cached Web Content under the default browsers Options/Advanced/Network
b. Switch to another computer default browser - if Internet Explorer, try Firefox
Are you running the programs as administrator? Right click the desktop icon for Premiere Elements, select and apply Run As Administrator even if you are already running the program from a user account with administrative privileges.
If none of that resolves the problem, the
uninstall the program
do a free ccleaner run through (regular and registry cleaner parts)

reinstall with antivirus and firewalls disabled
