It's working for me in the UK.
Try signing-out of Creative Cloud and quitting. Then re-launch, sign-in again, go to the Apps tab and wait for everything to refresh.
Click the settings (cogwheel) icon.
Yeah, tried that.. no dice
Just un installed lightroom, reinstalled, quit logged out of cc, quit cc, re opened cc, logged back in, still thinks it's up to date but still running version cc 2015 (1014445)
