Wait I got it to work. It doesn't work if it's not part of the body. I had a '+' on the layer.
Is there a way to have it 'Return to rest' when you have it separated as a different group with '+' ?
I'm impressed you figured it out. If you need the arms to "warp independently", I believe you've run into a known bug with no suitable workaround.

As a temporary workaround for your '+' (i.e. Warp Independently) layers, try adding another pinned (fixed) handle near the origin for that layer.

That worked perfectly. Adding a 'fixed' point layer slightly off from the origin made it snap back to rest. I take it the math needs 3 points of reference to know where the rest position is. it makes sense now.
