You have to reload the actions into 2015. You need to save any unsaved actions into a set in 2014 and then load them into 2015.
OK, but given that I've already updated to 2015 and it's uninstalled 2014, does that mean they're lost?

There will be a file Actions palette.pref copy it and paste it to the below location
C:\Users\<user name>\AppData\Roaming\Adobe\Adobe Photoshop CC 2015\Adobe Photoshop CC 2015 Settings

For reference, there isn't an Actions Palette.pref file, but there is an Actions Palette.psp file.
If anyone from Adobe is reading this, it might be worth fixing the update mechanism so this doesn't get broken again. Having to manually copy files from a hidden directory isn't a very good solution.
Hi! I am using a Mac version and also see all my 2014 actions disappeared. I still have them in CS6 though,and I was also able to solve the problem by copying Actions palette.psp file
from Users/[user name]/Library/Preferences/Adobe Photoshop CS6 Settings
to Users/[user name]/Library/Preferences/Adobe Photoshop CC 2015 Settings
