These tool tips are there to help users discover new workflows and feature enhancements.Once you have clicked on the tool tips to explore what exactly they mean, they will disappear and will not open again(until unless you reset them to see them again). But why do you want to turn them off ? Are they blocking you in some way ?
So is there a way to disable these, or not? I need to be able to work quickly and I do not have time to "discover new workflows" when they pop up at awkward/random times. They are not always easy to dismiss and they interrupt my work. They also pop up out of context. Why am I getting pop-ups about Bootstrap when I am working on HTML emails? They make no sense!
The only way to turn them off is to open each one when it appears, and then close it. As Kusha says, they won't come back unless you go into Preferences and reset them.
They are a complete pain, and many people have asked for a way to turn them off. They do have some value in that they draw attention to new features, but there should be a way to disable them until you have time to explore.
If there was ever anything to hate about this fine product is the forced pop-up tip's windows events. Seems the only way to get rid of this monstrosity is to click and close it right away, FOR EACH ONE!!! In modern times Adobe lacks on understanding that users want to search for answers and not be forced to randomly explore
