Please try following steps:
1. Quit all the adobe processes running in the background and run the update again, see if that works if not switch to next step.
2. Download and install the updated version of the Creative Cloud Desktop app.
3. Remove the opm.db file, restart your computer, and relaunch the CC Desktop app.
Location - For Win: C:/Users/(User name)/AppData(can be hidden)/Local/Adobe/OOBE/opm.db
For Mac : Go -->Go to folder and type ~/library/Application Support/Adobe/OOBE/opm

that file doesn’t exist.
i’ve tried restarting my computer about four times.
i am in the middle of a huge project due in an hour and i’ve spent 45 minutes on trying to relocate my creative cloud!
i cannot download reinstall because there’s no place that shows i can update…it’s all blank. no options. no opening an app. nothing.
