What is the best software to purchase for basic newsletters with minimal pictures?

Hi David, Adobe InDesign CC2015 would work, moving the discussion to InDesign forum for more clarification.

            Web?

            Laserprinter?

            What can you afford?

What is your know how to handle software?

If you're new to InDesign you'll no doubt need to have some training in using the application. The best, and most expensive, is probably personal training. There are also a number of excellent books, such as the Visual QuickStart Guides and the Classroom in a Book series. There are also online tutorials from organisations such Trainsimple.com and Lynda.com. Lynda has a very good tutorial on producing a newsletter in InDesign:

Watch the Online Video Course Designing a Newsletter

And, of course, you can ask questions on individual issues on this friendly forum.

By the way, with the latest versions of the Adobe Software you subscribe to it with monthly payments rather than buy it outright.
