I am a freelance graphic designer registered in the register of enterprises in my country. I work alone and I want to sell my creations to my clients without violating any laws. What is the right plan should I choose? Individual or business?

All plans (including Student and Teacher) can be used for commercial work.
Solo freelancers can sign up for the individual plan. You get 20GB Adobe Cloud storage (optional if you use it or not. It's not mandatory. I don't). You get one license (up to two activations) per Adobe ID.
Business plans are really for conveniently deploying and managing multiple seat licenses from a central console. So if employees come and go, you can cancel and re-deploy their licenses easily.
In addition you get 100GB Cloud storage and premium support. If none of that is important to you, try the Individual plan first.
