Unfortunately, pse 11 can't use a camera raw plugin newer than 7.4
One solution is to use the adobe dng converter 8.8 or newer to convert the Panasonic Lumix ZS50 files to dng copies, which then pse 11 can open and it sounds like you already installed the 9.1 dng converter.
(most likely what you downloaded only includes the dng converter and not the actual camera raw plugin)
Which operating system are you using?
On a mac go to Applications and the Adobe DNG Converter.app should be near the top of the list
On windows look on either the Start Menu>All Programs for Adobe DNG Converter or in C:\Program Files (x86)\Adobe for Adobe DNG Converter

Of course this is a disappointing and cumbersome way to have to edit raw in Elements 11, and I really don't want to go to the hassle of buying and installing a later version. Maybe I can find a better raw editor.
This added to the fact that Elements will not play the sound on AVCHD videos is just another negative in my experience with Adode.

That is the way Photoshop Elements works. When a new version is released it works with a later version of Camera Raw. And every model of every camera has to be added specifically to the list of supported cameras. Camera Raw that works with older versions of Photoshop Elements is not updated. You can either use the DNG converter (a free solution) or as necessary to purchase the upgrade.
