Do you have the purchased serial number for the product? What is your product, Premiere Elements 13?
How many computers now have the purchased activated serial number - just the one that crashed?
Adobe allows you to install the same purchased activated serial number on no more than 2 of your computers? And, those 2 are not to be run at the same time.
Right now, it would appear that you have the purchased activated serial number trapped on the crashed computer unless you had a chance to deactivate the program before it crashed.
Bottom line: if you download the program to another computer with the same purchased serial number, it will represent 2 on that Adobe count of purchased activated serial number limit on your computers. If all you ever intend to do is to use the purchased activated serial number on the new computer, there should be nothing for you to do but as John as suggested. If you have problems with that download, I can suggest another download route.

I do have the PSN and it is PE13
I only installed the software on the computer that crashed, nowhere else. I would be downloading and installing it on the same PC, there is no new PC.

Thanks for the additional information about your situation.
In the situation that you described I would suggest the following if you were not considering it....
a. Assure that Premiere Elements 13 program is uninstalled.
b. Do a free ccleaner run through to get rid of any leftovers from incomplete uninstalls reinstalls from Adobe or non Adobe products.
c. Reinstall with antivirus and firewalls disabled (the extractor file for install is often affected by the firewall).
d. Once assured that 13 is running well, then update 13 to 13.1 using an opened project's Help Menu/Updates.
