If you state the problem the community may be able to help. Otherwise you can contact Adobe directly using the link below. Use the dropdown menu for boxes (1) & (2) to scroll down the list and choose:
1. Adobe Lightroom
2. Serial number issues or activating my product
3. Click on the blue button: Still need help? Contact us – then click the button marked “chat now”
It’s usually possible to start a live chat, if an Adobe agent is free, and often to get the problem fixed right away.

Maybe I'm still not in the right place but it just keeps taking me back to the generic go to the forums for help. I did not see the serial number/activation product that you mentioned so maybe that does work if I can ever find it! In any case, if it's that hard to find support, it's intentional on Adobe's part.
I clicked on the Contact Customer Care link in your message and selected Adobe Lightroom from list. Next list choices are Deciding what to buy, Adobe ID and signing in, etc. Did not see anything about serial numbers there but did see under Adobe ID and sign in an option for Sign in, activation or connection issues which does see the Still need help? Contact Us link. But that just takes me back to the "Need help? Start here to get support" page that your link pointed to. No chat buttons anywhere.
Let me know more details if you did get it to work. Thanks.
Thanks for specific link! However, there is something wrong when they make it way way too difficult to access support for a paid product. In fact, I'm actually considering more seriously not upgrading from LR 5 because of this experience.
You've paid for the product - what you're seeing is the support you get for your money.
Support is ONLY available for CC subscribers.
According to this page, Adobe support for the LR perpetual license is available via chat for problems with downloading and installing (with 90 days of registration) and for membership, Adobe ID, and payment issues:
