I checked if there was already a Stock forum, but I overlooked it in the popup list menu on the Adobe Forum's general landing page...
This issue has been reported by a few customers from The Netherlands and we're looking into it.
In the meantime, one of our users suggested changing the region to Belgium - Netherlands and then it works - see Can't download image
Will also check the issue with the HelpX page.
Region issue has been fixed so you should be able to download the Adobe Stock images.
