Hi, I am tired now. Spent the whole day trying to fix this problem.
I have gone through Solution 1 - 4, Scanned for viruses, done the chkdsk.
One solution is to install 32-bit ver of Lightroom and there is a link to most recent update.
But that is a 64-bit version.
I have been using Lightroom and Photoshop the last 3-4 years without any problem.
Then today I thought I should go for the Cloud, to get the latest versions of both Photoshop and Lightroom
and for a reasonable price.
What a mistake@!
So if you cannot give me a solution that works within 24 hours I want to cancel my buy of Creative Cloud and I want my money back.
I have no time for this, I have a customer waiting for some result.
Not your fault but Adobe is delivering a product that is not working.
I just want to add that neither Lightroom nor Photoshop are working in the Cloud and they got the same error if I try to start from Program Files/Adobe etc. But Media Encoder starts up OK from the Cloud..

Can you please help me to cancel my Creative Cloud?
Today I uninstalled/deleted all Adobe programs, I cleaned all files from Adobe info, I cleaned the Registry from all Adobe info.
Then I installed the Creative Cloud again, installed Photoshop, Lightroom, Bridge, Flash Professional....
Photoshop and Lightroom are still not working but Bridge and Flash Professional is working.
I have no more time for this so I want to cancel my Creative Cloud.
So can you please give me info how ?
Sorry for the difficulty you are experiencing, lets take a breath and see what we can do...
I am not familiar with Windows so cannot offer help except to say that this issue is not common and is related to Windows and the local install rather than Adobe software. A quick Google of the error gives many options of solutions.... have you tried other solution such as running as Administrator.
There is more value in solving the issue with your computer than just giving up... the problem will most likely coma again in the future....

I am running as Admin and I have installed many Adobe softwares over the years but never got anything like this.
I have cleaned and updated Registry, done a chkdsk, also made a Repair of Windows.
Installed and uninstalled everything 4-5 times.
So I am 99% sure this is connected to the Creative Cloud.
Where are you in Kiwiland? I spent a fantastic year living in Wellington together with my, at that time quite young daughters.
That was 1989-90 and I was working as developer/programmer for Telecom. We were spending 3 weeks in South Island and that was the ice on the cake.
I am having the exact same issue. I have done everything listed, as well as everything I could find online. Lightroom is going on clean and installing all its components on an up to date windows and it STILL gives this error! It's insane!
What is causing this error actually? It obviously does not seem to be the 80 and 100 DLL. No previous version of an Adobe product does this. Something needs to be examined in Lightroom 6. What is going on here. I think users need real support instead of links to old message threads. I even sat on the chat with a support rep and they had nothing to say. You must understand how frustrating this is. Put yourselves in our shoes, especially if you actually use this program for daily client work.
