Yes I have the same question. Been going through the help files etc and custom layout seem to have disappeared!!
New layout is completely without any graphic interface, so I'm considering downgrading to Acrobat XI again.
Or is there anyone with a proper way of making this work again?
I'm able to open the portfolio's made with Acrobat XI so flash is still working as it did before. Only no way to change anything anymore.
Hope someone has some good news this is still possible, otherwise I need to downgrade again.

You can't. Acrobat DC will allow you to "play" Portfolios (custom or otherwise) that were created in Acrobat X and XI but will not let you create new ones using those templates.
My best advice is to just move on. I made a good living creating custom PDF Portfolio layouts and I assure you, having a more consistent experience of portfolios across both desktop and mobile is a far better than having a pretty layout that only works on the desktop and only when the proper version (not the default version) of Flash Player is installed.
Trust me on this. It's better.
Thanks for the reply. Yes we all know flash plugins are not ideal but I choose it for several reasons anyway.
I still consider downgrading.
However do you possibly know how to create in the new portfolio ANY type of graphic layout? Some kind of overlay skin or something?
New portfolio layout in the instructions is just as appealing as a dead fish..

There just aren't any graphic layouts available in Acrobat DC.
And sushi is both dead and can be beautiful when prepared properly.

NO! - I am not going to "MOVE ON" - Does Adobe think that we are idiots! - If i wanted my portfolio projects to run on a MAC (which don't like to use flash) then i would adapt it to do so - I wanted the wow factor that the older version gave - Now it's...- Oh sorry but we are doing this for your own good - here is a boring as!! PDF Portfolio that does - NOTHING!
Adobe has stuffed up on this one - I will have to down grade or find another product that can do this.

I have the same problem. I also have clients (big enterprises) asking me to deliver documentation in the same way as before, which I no longer can. The design function was very appreciated. So I'm also at a loss here!
Please add the great functionality to design PDF portfolios to the present version!
Why does Adobe suck so much??
Flash has been given a death date now of 2020. In practice it will die much sooner, I suspect. Since the fancy portfolios in older versions need Flash, downgrading to an older version of Acrobat to this is something I'd class as unwise. Just move on. It was a TERRIBLE idea for Adobe to tie the fate of Acrobat to the fate of Flash, but a few years ago Flash seemed unstoppable.
Personally, I'd like my Nintendo Switch to play my old cartridges. It's not going to happen. Technology changes over time.
There is a way to convert xi portfolio to dc portfolio:
Open portfolio created in xi in acrobat dc
right click anywhere, select all - this will select all files in portfolio
save to a temporary folder, say working files
select all files in working files folder
right click, combine files in acrobat
select save as portfolio or uncheck save as portfolio box
rearrange order if appropriate
save pdf portfolio
I concede that Adobe did a number on us, but some day they will incorporate conversion feature to open xi portfolio as dc portfolio.

Any one come up with any type of solution or other product (non adobe?) that creates easy and just as sexy results?
Very soon there will be no Flash in Reader. Adobe haven’t said what to expect but Many think it means that soon ALL the custom portfolio pages will be gone, in all files old and new. So don’t go to a lot of trouble!
Any chance you can point me in the right direction? Trying to find a great way to present like 30+/- PDFs that are easy for someone to I.D. what they are, but still have a wow factor.
I've created doc's with embedded pdf's. I created other types, using hyperlinks. They come out so uninteresting.
Is there a similar way to present those pdf's? Type of software I will not be a waist of time to learn?

1. Organize and include whole PDF doc's in one place (one file that anyone will be able to access)
2. Using those PDF's to present a type of story that anyone can I.D. what they are and follow along.
Yes and No.
It's absolutely possible to create a graphically rich, highly interactive, PDF document that will help the user navigate a bunch of PDF attachments to that document similar to the way a Portfolio works... in Acrobat or Reader.
You won't be able to make that experience play equally as well in anything else not even Adobe Reader on Mobile unless you severly limit the interactivity.
My suggestion is to rethink your solution.
