Consult the Perfect Photo Suite developer.
I had to copy the Nik Collection from the old plug-ins location to the new; so it may be similar.
Thanks but, as I said in my post, I was consulting with One1, the Photo Suite developer, but they cannot find the problem.
As this is a new computer, all the software are clean installs - no old files or locations.

Have you set up 'Perfect Photo Suite' in the External Editing tab of the Preferences dialog?
This is a manual setup, and does not happen automatically by installing 'Perfect Photo Suite'.
Many thanks, that's the first problem solved. I had overlooked the manual setup - don't remember having to do that before.
The problem accessing Plugin Manager has not been resolved. LR still crashes every time I try to open Plugin Manager. It not such a big issue now that the first problem has been resolved but I still want to be able to access Plug in Manager.
