Are you trying to add to the catalog (leave photos in place) or is there a copy/move involved? If yes, this is mostly an issues with access credentials on the target folder.
I just want to edit a photo. I had no problems before, but then suddenly the program wouldn't work properly. I've reinstalled but it's still the same

And I answered that I just want to import and edit.
Before I can edit I have to import, right? so I want to edit a photo but I
can't import. That 's the problem

Ohh, my day is just perfect ... beside my crystal ball that is currently broken.
You need to import before you can edit, really? I haven't noticed that - too bad I am not working and teaching Lightroom.
If you find that car garage that know what to repair if you just tell them "my car is broke", let me know and they have one customer more.

Are you copying images from a storage card? After clicking the Import button did you choose a destination folder in the right-hand panel, where you want to put the photos? Are they jpeg's?
