What version of Draw do you have installed? And where on Creative Cloud are you looking? Draw files should appear when you navigate to https://assets.adobe.com/assets/mobile?filter=draw.
If the Draw files are visible at that URL, then it is possible that it is just taking some time to synchronize back down to your iPad. You may want to give it more time.
If the Draw files are not on Creative Cloud, I recommend not signing out or uninstalling the app from your iPad, as you may risk losing the data forever. Based on the size of the app, it does sound like your files are still present locally. We haven't heard of this issue coming up before, but if this is the case, ping me offline (email@example.com) and we can see about recovering those files.
