What computer operating system is your Premiere Elements 11 running on?
There has been a known problem with iTunes music and Premiere Elements over the versions. It is not unique to any one version.
The answer has been to take the iTunes music into iTunes and convert to the WAV version. Then you take the WAV version from iTunes and import it into Premiere Elements using Premiere Elements Add Media/Files and Folders (for version 11, 12/12.1, or 13/13.1). The iTunes how to for this is found

Windows 8. I was able to use iTunes in p11 but had to convert to m3. Never got the error msg in p11. What changed?

Did taking your current problem iTunes music file into iTunes to convert it to WAV version for import into Premiere Elements solve the Premiere Elements 13/13.1 problem with that specific iTunes music?

Go with whichever one works for you. The WAV version is the typically recommended choice for a needed conversion which you do not seem to be questioning.
Please review and consider, and then let me know if you are in sync on this. If not, please give more details.
