How are you making the PDF?
I'm very new to Indesign, i'm using export (ctrl+E), problem is its not specifying which image has the problem
Does the Link Panel give you some more information? Show a screen shot of the expanded Link Panel, so all links are visible.
its Indesign CS6, all my links are fine I have them embedded , preflight also says no errors so i'm really lost

No, your links are not fine, they are embedded!
Embedding images is one of the main causes that INDD files become damaged. Destroyed.
You should NEVER embed images. You should link them. That is the recommended workflow.
I would strongly recommend to unembedd all images.
If you can't find the causing problem, try to find out where the image is causing a problem:
Eg. if you have a 24 page document, export 1-12 and 13-24 as separate files. When you encounter the problem only in 13-24, export 13-18 and 19-24, if only in one part this failed is encountered split the export closer until you find the page. If you have the page, delete one image, if nothing changes, restore the one and delete the next until you have found the cause of the problem.
I have separated the pages, the first one exported to pdf bt still the other three refuse to work giving the same error message. now i have gone through all the images and resaved them in psd but the problem still persists
