I don't think there is an automated way unless someone was to write a script.
Use a single column frame threaded to a two-column frame...
Cool and interesting! Manually of course but so easy to do!
No wrapping! Simply … magic!
As it's only text manipulation, if the op say us what he really want to do, maybe it can be done with … a simple manual select/paste!
An wrapping block anchored at the top of the 2nd column could be an other interesting way! Manual but quick to manage!

My problem is that the text frame has Inset Spacing and a background color...so if I thread to another frame, I get double the space between threaded frames. (Here I used three separate frames...). Ideally I'd like to have the gutters the same width as the Inset Spacing. (Hope I'm using correct terminology...I'm a novice.) It doesn't look bad this way, but I was curious about whether I could somehow automatically do identical spacing.
I like (and have already considered) the idea of a wrapping box...as stated, it's still somewhat manual but easy to manage. I guess that's my best option.
That page was almost certainly done with text wrap on the white frame.
