Francis, please click on what's new to check which update needs to be applied, so that we can assist you appropriately.
The problem is that all of the apps are already updated. However,the CC application manager -- or whatever you're now calling it -- reports that Photoshop CC (2015) and After Effects CC (2015) need to be installed.
Francis, we would need to check the specific update version that its trying to apply.
- Please sign out from Creative Cloud, close it and sign back in.
- Click on What's new and share the version number that its trying to update.
- Launch Application.
- Click on Help > About PS/AE and check if it the same version or if its Adobe Camera Raw version 9.1 which needs to be updated.

I'm back in business again.
Launched ACC, signed in, checked preferences, noted CC version 22.214.171.124
Went to Apps, checked "What's New" for PS and AE, noted Camera Raw 9.1 for both.
Clicke "Update All," got the same error message as before (U43M1D204) for both PS and AE.
Retried updating PS and it succeeded.
Retried updating AE and it failed 3 times.
SIgned out of ACC, then quit ACC.
Relaunched ACC, signed in again, now AE is shown as updated.
BR needed update CC 6.1.1, which succeeded.
