What version of Premiere Elements and on what computer operating system is it running?
What is the source of the .mp4 file that is involved (the name and settings for the "open broadcaster software" that recorded the video might be the quickest way to get that information rather than going to video and audio properties readout programs.
Frame Rate (variable or constant)
Interlaced or Progressive
Pixel Aspect Ratio
Please verify that you are referring to conforming in the sense of the project generating conformed audio files (cfa and pek) and conformed video files (mcdb).
I want to make sure you are not referring to Timeline rendering which assures that you are looking at the best possible preview of Timeline as played back in the Edit area monitor.
If you are dealing with conformed audio and video, is the activity complete before you work in the project (as evidenced by the progress bar in the bottom right corner of the workspace?

If you cannot find the properties of your source media other than it has a file extension of .mp4, then do you know the name of the software that recorder the video audio .mp4 file?
When you see this conforming going on as evidenced by the activity in the progress bar (bottom right of workspace), do you see any file names or other indication of what is being conformed - audio, video, both, or other?
Please go to the Expert workspace Edit Menu/Preferences/Scratch Disks and its Media Cache category. Find the path to the Media Cache Files Folder listed there, go to that location and delete the contents of the Media Cache Files Folder.
Please try to put together the information requested and we will determine what next. It is very important for us to know the properties of this source file.

Always important to the workflows, enough free hard drive space at the save location for the scratch files.
Pile ups of preview files and conformed audio video files often impact performance and need periodic maintenance.
For previews, see Video Previews in Edit Menu/Preferences/Scratch Disks.
The conformed video can be managed from Edit Menu/Preferences/Media and it Media Database area.
