If you want to work seriously on AE - not just for fun - please reconsider buying a laptop and think on some decent desktop. But if you have to chose laptop - that one should be ok - just chose correct operating system (64bit not 32 bit). But to be honnest that laptop won't be the fastest.
The specs of the laptop would be fine for AE with 32GB of ram the ideal point i9f it's in the budget. However that HDD is to slow. I would suggest an M.2/Msata/SSD for OS and atleast a 7200 RPM 2.5 inch drive. An SSD media drive would be even better especially for AE and the AE cache.
After sorting through Acer's website, I believe that that unit has only 2 memory slots for 16 GB maximum RAM. Personally that would disqualify it from additional consideration if you follow Eric's comments above. And not following his suggestions would be a major mistake, he really knows what he is talking about! Find a laptop that can support 32 GB on RAM! You probably will have to upgrade the memory yourself as very few reasonable priced Laptops come with that amount of memory. But for instance the ASUS G750 and G751 series laptops easily support the full 32 GB if you make buy a 16 GB model that has the two expansion slots available. Then undoing one screw gives you access to the two empty slots as you can see here where I have added 16 GB of RAM to this G750 unit.
