Dreamweaver and Premiere Elements are very different programs, Semoia, and you won't be able to import it from one program to the other.
However, there are a number of stock and create-able page curl transition effects. If you can direct us to an example of the effect you're trying to achieve, we'll be glad to help you figure it out.
I also do not see you being able to transfer a Premiere Elements video transition from Premiere Elements program files to Dreamweaver or another program.
However, with regard to your question about "creating peel between links", have you explored posting your question (with more details) in the Adobe Dreamweaver Forum?
Are these numbers the code that should be attempted? If so, where in the code should I place them?

But, at the moment I have no experience with Dreamweaver.
I would have to learn the program and have no idea what that learning curve would be like. I do have Dreamweaver software that I have never installed.
All that being the case, I do want you to succeed with what you want to do.

Maybe it is time for me to breakout my unused copy of Dreamweaver. But, not sure how long it would take for me to get that running with an understanding of what I am doing with the program. So, using Adobe Dreamweaver Forum expertise seems like the quickest way to get the advice you need on this.
