Creative Cloud Packager appears to install, but when it tries to initialize after login I get the "Oops! something went wrong" message. I was told by vendor to delete and remove from recycling bin the OOBE folder in User_Name/AppData/Local/Adobe. Got the same results. I am on a Intel -based Windows 7 PC. I currently have the CC2014 desktop apps installed and was trying to upgrade to the CC2015 apps.
Thanks Pattie, but this was no help. I need to update through the Desktop Apps for Government program. I need to be able to install on offline systems.
Another option is:
Quit creative cloud
Restart the machine.
Run any app, click on help and update> follow the on screen instructions.
