I think that I offered an answer for your question in one of your other threads. There I wrote
I am understanding that you want to apply the crop effect to a whole video clip, crop it as wanted, and then use the zoom option in Crop Panel or scaling in the Edit area monitor to display the whole original clip as cropped zoomed in. There should be no problem in doing that. For the zoomed in part, I would prefer the Motion Scale and Position properties rather than zoom option in Crop Panel.
If you say that you are not getting the crop effect applied to the whole clip, then there is a problem that needs troubleshooting. Perhaps deletion of the Adobe Premiere Elements Prefs file if there are no misunderstandings in the troubleshooting communications on either sides.
As an alternative, why not just Motion Scale to zoom in and use Motion Position to display the area of the zoomed in clip that you want?
