Can you please provide more details as to what exactly isn't working on the other system?
Also, what are the specifications of the computers?
Sorry if sounded a bit narky, but this looks like an awesome program and I am a bit stumped that it doesn’t work on a duplicate system.
Character Animator crashes right after it loads, giving you the Windows “Character Animator Preview 1 has stopped working” warning. This happens if you try to open the program from the Start menu, or the File menu from After Effects. I have the latest version of After Effects, and I restarted and have also logged out and back in again to the cloud. At first, it was giving me a licensing error before the crash, but after logging out and back into the cloud through After Effects, I just get the white screen crash with the generic Windows “Character Animator Preview 1 has stopped working” warning.
I am running:
Operating system: Windows 7 professional
Processor: Intel Core i7-5820K CPU @ 3.30GHz 3.30 GHz
RAM: 32.0 GB
System type: 64-bit
Graphics Card: GeForce GTX 970
Try uninstalling Quicktime and reinstalling and see if the problem persists!

What is the file path for your user Documents folder (e.g., C:\Users\yourname\Documents\)?
If you hold down the Shift key immediately after launching Character Animator, does it get any further?
Also, if you created your project in a folder that is being synced or backed up (e.g., via Dropbox), try temporarily disabling syncing or creating your project folder in a different location to see if that makes any errors go away.
I have uninstalled/reinstalled Quicktime with no luck. I also tried the Shift key immediately after launching with no luck as well. My path for my Documents folder is C:\Users\my name\My Documents. In your question about where I am creating my project, are you talking about my After Effects project when I am launching Character Animator from the File menu?
I was referring to the Character Animator project folder. However, if you haven't even been able to use the File > New Project menu command, you're using the default project folder (i.e., C:\Users\yourname\My Documents\Adobe\Character Animator\Preview\Character Animator Project\).
Can you try one or more of the following:
-- Delete or rename that Character Animator Project folder, then try relaunching.
-- In your C:\Users\yourname\AppData\Roaming\Adobe\Character Animator\ folder, rename the "Preview" subfolder to something else, then try relaunching.
Also, does your login user name have any accented or special Unicode characters in it? There's an known issue with those types of characters in the file path to the project folder (fixed for Preview 2).

is it possible to make this available for windows 7 32 bit?
Character Animator (and I believe all of the video/audio professional applications from Adobe) require a 64-bit version of Windows 7 or later.
