What is the source of the plug-in transition?
Did the specifications for this video transition claim supported in Premiere Elements any version or was it named as a Premiere Pro plug-in?
Where did it install in the Premiere Elements 13 program files...

And, when it presented in Premiere Elements project, did it show up under fx Effects Tab or Transitions Tab?
Let us start here with the above since I have not found the history on a transition named texture blend in Premiere Elements.
This transition is a Elements 13 transition. Not a plug in.

I did not recognize a Premiere Elements 13/13.1 video transition named Texture Blend so I was answering thinking that you were trying to import a 3rd party plug-in.
What transition were you using when the problem set in? Under the Transitions Tab, I found a Texturize video transition under Special Effects category, but did not see any video transitions with Texture Blend in any of the NewBlue Blend categories.
First, can you actually open this project so that you are in the Expert workspace? Or, will the project not open to its workspace?
Please explain what you wrote "...when I try to open this same project nothing works?" Is the project allowing itself to be saved closed reopened but, when opened, everything is frozen?
If you can get into the project, can you right click the video transition involved and select Delete?
Can you save a copy of the project using File Menu/Save A Copy, open the copy and see if that works for you.
