What computer operating system is involved?
I have seen this message before for Premiere Elements, just need to dust off my memory and determine if there was ever an explanation for its appearance.
cannot open Premiere Pro projects as they are incompatible.
For now, the usual drill for the Premiere Elements 8 user
1. Are you working from the 8.0.1 Update of the program? Adobe - Premiere Elements : For Windows : Adobe Premiere Elements 8.0.1 update
2. Do you have the automatic Background Render and AutoAnalzyer features disabled?
See Premiere Elements workspace Edit Menu/Preferences/General for Background Rendering.
See Elements Organizer workspace Edit Menu/Preferences/AutoAnalyzer Options for AutoAnalzyer Options.
Please review the above and supply more details. Any questions or need clarification, please ask.
I am running windows 8.1.
I have now updated as suggested.
When I had finished updating it told me it had disabled background rendering however I cannot get into preferences as they are nor available as I cannot get a project open.
It is still coming up with the same message. Do you have any ideas?

Let us try getting at the preferences in another way which does not require an opened project.
Delete the Adobe Premiere Elements Prefs file. The path to it in Windows 7, 8, or 8.1 64 bit is
Local Disk C
and in the 8.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole 8.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, or Drives enabled so that you can see the complete path given. In Windows 8.1 64 bit, you start with File Explorer to get to Folder Options.
Do you have the installation files or installation disc for Premiere Elements 8? Do you have the purchased serial number? That is just in case, uninstall/cleaner/reinstall needs to become a choice.
Right click the desktop icon, select and apply Run As Administrator.
Please consider the above, and then let us know if any of the above had any influence on the issue.

The solution was to delete the prefs file. It worked perfectly after that.

It has stopped working again. It worked for about a day and then stopped. I have tried everything again and still nothing. Have spent ages looking around for answers.
