    Continuous Numbering of headings/subheads

I can't get a continuous numbering of headings and subheadings to work. This has always been easy, so I thought, and I do not have my older files available to look at. Here is problem...

Level 1 and 2 headings are defined and numbering as...

      1

      1.1

      1.2

      1.3

      2

      2.1

      2.2

      2.3

For the start of the second level 1 heading, I can get the heading to number continuously by setting Level at '1', and using ^#.^t

For the first level 2 subheading, I set Level at '2' and use ^1.^#^t

I thought the "1" in the above would automatically number my second Level 2 subhead as '2.1', but it labels it '1.1'. I have  mode = Continue from Previous Number, and checked Restart Numbers at The Level After Any Previous Level. Tried different combinations too

      My doc looks like this...

      1.  INTRODUCTION

      text...

      1.1 Background

      text...

      1.2 More stuff

      text

      2. OBJECTIVES

      text

1.1 Purpose (this should be 2.1, not 1.1)

I realize I can create a new paragraph style for the subheadings in 2. OBJECTIVES, but doesn't that defeat the purpose of the coninuous numbering feature? Help! Thanks in advance!
