I have paid for my copy of Premiere Elements 13. It continues to ask me for a serial number when i start it up but when i go to enter it, it says i am not connected to the internet. I am obviously connected to the internet, otherwise i wouldn't be able to make this post...

Assuming Windows for now....
1. Download and install the Adobe Application Manager.Adobe - Adobe Application Manager : For Windows : Adobe Application Manager
See if that applies to 13/13.1 as it did for me with 12/12.1
2. If you get any messages about downloading and installing Camera Raw, click OK or Yes.
