Trouble with Flash install please help!

I am unable to install flash. I can download the installer but when I attempt to run it I get a blank dialog window with no text or buttons to begin install. I run on windows 8.1 . I have been unable to find an answer I think it is a IE11 issue because even though I disable IE and use firefox when I go to close the blank window IE opens up to adobe flash download page and asked to be made the default browser. I have run several virus checks, malware checks etc... any help would be greatly appreciated.

Just more information I did not uninstall flash just seemed to disappear maybe after a windows update. I tried to go back to a restore point and it will not do that either.
