My iDevices successfully sync on lightroom cloud, but my desktop does not. All devices logged in with same user.
On desktop, i do have the collection 'from LR mobile'. However, when 'creating new collection', I do not get the 'sync to mobile' option. I did see that option before, though that didn't do any good for syncing to cloud / iDevices either.
My Creative Cloud preferences are set to 'sync on'.
I have signed out and in again on desktop.
I have tried to 'delebe all data' in preferences > lr mobile. that deleted collection on mobile devices. Recreating the collection on mobile devices did not result in the collection to show in desktop.

Did you by accident create a smart collection? Just asking since Lr is not yet supporting smart collection.
If you still have the issue could you send me a LR Desktop diagnostig log - best as a private message with a downloadable dropbox link.
You can trigger the log via LR Desktop preferences -> Lightroom Mobile and when you hold down the alt key you will notice a generate diagnostic log button
