Does your Cloud subscription properly show on your account page?
If you have more than one email, are you sure you are using the correct Adobe ID?

Some general information for a Cloud subscription
Cloud programs do not use serial numbers... you log in to your paid Cloud account to download & install & activate... you MAY need to log out of the Cloud and restart your computer and log back in to the Cloud for things to work
Log out of your Cloud account... Restart your computer... Log in to your paid Cloud account

Unfortunately your steps are not helping my problem. I guess since today is Sunday, I won't be able to reach anyone, but I really need to speak to someone on the phone to either resolve the issue with Photoshop, or get this order cancelled and never come back to Adobe if that is the case. I've used Corel for years, and never had such a problem with Painters and Paint Shop Pro. If this is the case, I will stay with Corel. Thanks at least for trying to answer my question, and directing me to the obvious possible solution.
Never mind, I figured out the problem. I had to log off and log back on to Photoshop, and then it changed my status. No longer see the "Buy" tab.
