There is no problem for Google Maps as well now in Turkey.
Well, I think asking friends will help define what the problem may be, whether it's just you (eg a firewall setting) or whether it's something bigger (eg Adobe or Google or your internet provider or even government). I don't see why there would be a problem with Turkey, but once we know the scale of the problem, then we might be able to move forward. Is there a Turkish web forum where there are lots of Lightroom users? Maybe asking there would be a good idea.
You just get a grey screen? No message saying anything about the service not being available?
Searching around, I think there is a problem - see Re: How can use map option to be able to geotag my pictures in lightroom in Istanbul - Turkey region ? and the comment from Lightroom's product manager Tom Hogarty
Due to legal restrictions Google places on our use of Google Maps within Lightroom, we are not allowed to enable the Map Module in Turkey. (We know your region based on what you enter under Help -> Lightroom Registration...)
That means you may be out of luck. I notice "We know your region based on what you enter under Help -> Lightroom Registration...)" - can you enter another country and fool the system?
Thanks a lot for pointing me to that topic ... it is clear now what is the source of the unactivated Map module.
I could enter an another country before ... but there is no Help > Registration menu item in Lr now. Adobe removed it.
Maybe, there is any other work around, but I don't know.

Maybe in your Adobe account? Though I think there may be some restriction on changing country. I just don't know. I won't recommend you do anything unethical, but maybe you spend a lot of time at your uncle's address in Germany?

No ... it is still unusable. It still says that "map is not enabled in your country".
Weird. This is what support told me yesterday:
Me: The Location/Map section was completely greyed out saying "The map is not enabled for your country". So completely unusable
Adobe: I understand, please allow me 2 more minutes as I have to check that with the relevant team.
Adobe: Yes, the map feature is enabled in Lightroom subscription.
Me: Does it work in Turkey now?
Me: Are you really sure?
Adobe: However, if you face any trouble to use it, I can provide you the phone support number. So that you can resolve your issue.
Adobe: Yes, I checked with the relevant team and they have informed me that it has been enabled.
Me: Ok thanks! Could they also tell why it wasn't enable a few months ago?

I really want to pay for the CC subscription, but I really want to be sure this module is working in Turkey...
I don't know ... I contacted Adobe office in Turkey two months ago and they said to me that it was due to Google which restricts the usage of some map services in Turkey ... as said in this topic.

Lightroom'un en son sürümünde (CC 2015.2.1) ... ne yazık ki harita modülü hala aktif değil. Umarım, bir an önce aktif hale gelir, ben de dört gözle bekliyorum. Teşekkürler, sana da kolay gelsin.
As of today, Google Maps is now fully functional in Turkey according to a newspaper ... I hope that Adobe now can enable the map module of Lr as soon as possible.
