To where are you trying to install the Premiere Elements 13 from Adobe - what computer operating system is involved, and assumed computer desktop or laptop rather than tablet device.
I have not seen Error 34 before. As far as I can determine it is a Windows error which relates to "Window cannot detect settings for this device."

I am trying to install Premier Elements 13 on my late 2007 iMac running Yosemite. Due to the age of the machine I only have 4GB of RAM, but this should meet the system requirements. The source of the error appears to be a missing payload file. This is why I downloaded the app a second time.

Is your Yosemite version earlier than 10.8? Premiere Elements 13/13.1 does not support Windows XP, Windows Vista, or Mac OSX 10.7.
We can suggest another source for the download, but right now let us factor in or out this computer operating system support factor.
