Re-install of CC, AE says MSVCR71.dll is missing

After much time with Adobe phone and chat help, I am getting frustrated.

AE states, six times on startup:

"224: Adobe QT32 Server.exe - System Error

The Program can't start because MSVCR71.dll is missing from your computer.  Try reinstalling the program to fix this problem."

Then, it runs.  So far, I have found no lasting problems.  That said, I expect even free programs to run better than this, much less ones that charge me monthly.

I have un-installed and re-installed AE several times, every time through the Creative Cloud app.  I have moved the install to different drives, currently on the OS drive.

Running Windows 7 Professional 64 bit.

Any suggestions that help will be appreciated.  Thank you.
