I am logged in under an administrator account. I have noticed that with this upgrade several of the apps require launching with "Run as Administrator" even though I am running with an Administrator account. I don't know the reasoning, but it seems like a bug not a feature. However, it does not solve my issue. I can select the app from the notification area and it reports "updating", but still 0% progress. If I quite the app there and try to "Run as Administrator" from the folder I get the warning from windows asking if I really want to do this and then nothing happens. The last time this happened I ended up having to sign up for a new subscription.
Please try disabling the antivirus and firewall.
Close all Adobe processes from task Manager and reboot your machine.
Try to update it .

OK - I tried that. Now when I start CC app I just get the spinning clock working symbol
