Please remind me what computer operating system is involved?
If you have a 1920 x 1080 project, the export your Timeline to
with Presets = MP4 H.264 1920 x 1080p30
Then upload that file from its hard drive save location to YouTube at the YouTube web site. That should solve the immediate problem.
As for the MPEG2 file with audio and no video....
a. Your computer is Windows 8.1 64 bit and you are using as player the Windows Media Player. There is a Microsoft problem related to playback of video with MPEG2 video compression. Download and installing the VLC player is often used as the workaround.
As for the upload of your Timeline to YouTube using the Premiere Elements built in YouTube feature..
a. Try another computer default browser
b. Refresh the Web Sharing under Edit Menu/Preferences/.
c. Turn off on the router for about 35 seconds

I was in a hurry to get the video on youtube, so I just uploaded the iphone version. It looks just fine on Youtube. I haven't attempted your other suggestions. Life is too busy!
BTW - I am on windows 8.1 64 bit.
