Not switching orientation in portrait on cell phones (Galaxy and iPhone)

I have tried changing settings for adaptive orientation that works perfectly on desktop browsers.

My animation interface has an included menu that drops the menu below the main graphic

when contracted to a width of <=400.  I have also tried various experiments with different settings,

bu to no avail.

Does anybody have a reference or solution as to how I can remedy this issue?
