The relevant connections are probably being blocked more than anything else. Check your virus scanner/ firewall and reinstall the program, if necessary.
The reply that you got from the MVP with 4 stars is completely misleading. Adobe staff do whatever they can to avoid admitting that the CC 2015 is a complete failure.
The first problem that you mentioned is a well-known bug in AE 2015. It is NOT to be blamed on virus scanner/firewall.
The CineWare problem (probably another bug) is something that I haven't encountered yet, and that's probably because I haven't used C4D inside AE CC 2015 just yet. Knowing about more than 10 bugs in AE 2015 I would guess that the CineWare problem you are facing is another one of them.
Revert back to CC 2014 and ask yourself: How on earth a giant company like Adobe doesn't test a software before release, and how on earth do they not publicly announce on their social media that people should avoid upgrading to CC 2015?

The Media Encoder problem is one of the many bugs in CC 2015. You can't fix it.
