and in the core Folder should be the PDapp.exe file.
Double click the PDapp.exe file. Does the Adobe Application Manager dialog open with Update status and/or option to Update? If Update, then please Update.
Please consider, and let us know the results. The above is done with Premiere Elements closed.
I did that and I got it to update but half way through it told be I have to close premiere in order to continue, premiere isn't even open because I was unable to open it.

The message may or may not be of significance. Let us see.
Right click the taskbar at the bottom of the Windows 7 64 bit window and select "Start Task Manager" from the pop up menu that appears. In the Task Manager, click on the Processes Tab and look for Adobe Premiere Elements 13.exe. If the Updater is telling you the program is opened, then it should be opened and listed in the Task Manager /Processes. If you see it there, right click it, and select and click on End Process. Then try the PDapp.exe file again to determine if you can get successful program updating.
