Have you installed the English-Hebrew version of the app using the CC management app. It adds all the controls to allow what you want.
did you already see this advice in InDesign Help | Arabic and Hebrew features | CC, CS6? >>> I quote: "If you have a mix of languages in the same paragraph, you can specify the direction of text at a character level. Also, to insert dates or numbers, specify the direction of text at the character level."

Yes, I had looked at that link except the page fails to mention that I need to install a different version of InDesign so I could not locate any of the tools that the article describes. The article should begin by stating that the user needs to download a different version of InDesign, and then all the tools the article describes will be visible. Thank you for responding, though. It is really reassuring to see that that people will take time out of their day to try and help a colleague. Cheers.
Type>Fill with placeholder text and hold down CMD (Mac) or CTRL (PC) choose Arabic from the drop down list.
I think only arabic fonts work with the text right to left
(I'm sorry this isn't Hebrew, I do not understand any cultural differences here and apologies in advance if any of that may cause offense.)
If you have a CC subscription you can change the lnaguage of your applications in the CC desktop App. After changing the language (e.g. to Hebrew) you can install all your apps in that language. You need not to uninstall it before, install it additionally.
InDesign will start with the language of the OS (if available) but with additional tools.
