You can follow the links above to download the program but you will also need the serial number. If you purchased directly from Adobe or a authorized reseller as a download then you got an email from the place you purchased it from that contained a link to the download and the serial number.
You will need that email and the serial number that was included in it to actually register the program.
I was pleased to be able to attain the LR 5 update. HOWEVER, the Develop
module didn't update,but stayed on LR4. The whole point of the update was
to get the Develop module, so this was just a waste of time for me. I'm
not trying to be difficult, but I'm sure disappointed.

The Develop Module in Lightroom 5 is the Lightroom 5 version. There's no such thing as the Lightroom 4 develop module in Lightroom 5.
So, either you have the wrong version of Lightroom installed, or you are mistaken.
Can you confirm that you have Lightroom 5 installed. Open Lightroom, then go to Help->About Adobe Photoshop Lightroom ... and tell us what version is indicated.
Also, why do you think you have the wrong Develop Module? Exactly what do you see? Please show us a screen capture.
What was it that you expected to change in the develop module?
I think what you are looking for is the newer layout in the adjustment panels of the Develop module. What you are seeing is because you are using the older Processing engine from 2010. You have to go to the Camera Calibration section and update your images to the newer 2012 (Current) Process. Then the newer features of the adjustment panels will be there.
